On September 26, 2022, law enforcement agencies detained Ruslan Zinin for shooting at the military enlistment office in Ust-Ilimsk.
“As a result of the incident, the military commissar was wounded. In hot pursuit, the suspect in the crime was detained by the National Guard. The Ust-Ilimsk Interdistrict Investigation Department of the Investigative Committee of the Investigative Committee of Russia for the Irkutsk Region initiated a criminal case against a 25-year-old local resident suspected of committing crimes under Art. 317 of the Criminal Code of the Russian Federation (encroachment on the life of a law enforcement officer), art. 222 of the Criminal Code of the Russian Federation (illegal acquisition, transfer, sale, storage, transportation, transfer or carrying of weapons, main parts of firearms, ammunition). The victim was taken to a medical facility. An investigative-operational group is working on the spot, including investigators from the Investigative Committee and forensic experts. The suspect is being interrogated, and the motives of the crime are being clarified,” the investigative committee said in a statement.

According to the woman, she did not see her son for several days, and she learned about what happened at the military registration and enlistment office from the news.
“Recently, Ruslan lived with his grandmother. In the morning, he told her that he had gone to the draft board as a volunteer. Then we could not get through to him, and then we saw this news. Ruslan himself did not receive a summons, but yesterday it came to his best friend. Ruslan was very upset because his friend did not serve in the army. They said that there would be partial mobilization, but it turns out that they are taking everyone, ”said Marina Zinina.
Where the son got the weapon from, the woman does not know.
Ruslan Zinin opened fire from a machine gun in the building of the military registration and enlistment office in the room where the military commissar was instructing mobilized citizens.
Before firing, Zinin said “now we’ll all go home,” after which he ordered everyone in the hall to leave him.
Then Zinin shot at the military commissar three or five more times.
